The European Commission is preparing for recovered paper being classified as a secondary material (non-waste) in late 2009 – early 2010. This would mean that recovered paper would have to comply with the relevant REACH requirements, in particular the rules on information provision in the supply chain.

The legal entity which undertook the recovery must have obtained the registration number, if available, the status of the substance under the authorisation part of REACH, details of any applicable restrictions under REACH and any information necessary to allow appropriate risk management measures to be identified and applied.

This document, prepared by CEPI following relevant ECHA and Commission guidance, gives the recovered paper supply chain answers to the questions above as well as some helpful background to the issue.
